STATE COUNCIL MEETING OF SCOUTS AND GUIDES ON SEPT. 18, 2011

STATE COUNCIL MEETING OF SCOUTS AND GUIDES HELD IN PANJIM

The Annual State Council Meeting of the Bharat Scouts and Guides- Goa State was held on 18th September 2011 at the Association headquarters in Panjim today. Dr. Sidney Pinto da Rosario, Senior Vice President of the State Association presided over the meeting. Other dignitaries include Shri R. D. Dessai and Gopal Bhau Parab, both Vice Presidents, Mr. P. S. Nadkarni, State Chief Commissioner, Mr. Rodney D’Souza, State Treasuer, Mr. State Secretary, Shri James Fernandes, Adv. Vinayak Narvekar State Commissioner (Scouts) and others.

During the meeting various issues were discussed which included the resolutions earlier State Council Meeting, the action taken report, a power point presentation highlighting the activities, workshops, events and achievements of the members during the year past year. The consideration and adoption of Budget proposal were also discussed. Other discussions included development of the camp site etc:-

Speaking on the Occasion has said that the Scouting and Guiding Movement in Goa is making good and steady progress and in the years to come this movement is going to make lot of difference among the State.

Dr. de Souza was speaking at the State Council Meeting of the BS&G at the headquarters of the Association in Panjim on Sunday, August 22, 2010.

Vice President of the Association Dr. Sidney Pinto do Rosario said that a scout and a girl guide is being taught to be disciplined in all aspects and therefore the Scouts and Guides movement is the only movement in the world which is corruption free. He suggested taking up awareness programmes on female feticide

Awards for Highest Average increase percentage census were presented to the Tiswadi district followed by Pernem district.

State Treasurer Shri Rodney D’Souza was also felicitated on the occasion for the excellent work that he is doing for the organisation with a memento and a certificate.

Vice President Shri R. G. Dessai in his speech said scout and guide movement was a great movement and highlighted the need for spreading the movement in every school of the state. State Chief commissioner Shri Pandurang Nadkarni and SC(S) Adv. Vinayak Narvekar made some valuable suggestions on the occasion.

State Secretary Shri James Fernandes welcomed the gathering and conducted the business. Hon State Treasurer Shri Rodney D’Souza presented the Annual Statement of Accounts and Annual Balance Sheet. The Budget was also approved on the occasion.
STC(G) Smt. Elizibeth Mascarenhas, SOC(G) Smt. Vidhya Shetkar, STC(S) Shri Diogo Fernandes, ASTC(S) Shri Yeshwant Sinari, State Organizing Commissioner Shri K. Chopdekar, PRO Shri John Aguiar and others were present on the occasion.

SCOUTING AIMS AT MOULDING THE CHARACTER, VALUE SYSTEM AMONG YOUTH: SHRI R.G. DESSAI

SCOUTING AIMS AT MOULDING THE CHARACTER, VALUE SYSTEM AMONG YOUTH: SHRI R.G. DESSAI


Shri R. G. Dessai, Vice President of Bharat Scouts and Guides, Goa State said that Scouting aims at moulding the character and inculcates value system among the youth which in turn shapes the youth for the future and also and propagates a healthy life style, develops environmental friendly attitudes. Scouting he said offers an original framework in which young people in search of ideals, and who need to develop the life skills that will enable them to face the future, can seek fulfillment. Scout and Guide leaders he said play the role of mentors, thereby giving the young people the challenge, and the chance to practice independent decision-making.

Shri Dessai was speaking at the Installation ceremony of newly inducted Boy Scouts and Girl Guides of St. Mary’s High School, at Ponda on September 17, 2011. The Scouting and Guides has been re-introduced in the school from last year.


Principal of the School, Sr. Annie Paul, Superior Sr. Shaila Chako, District Training Commissioner of Bharat Scouts and Guides, Ponda and ASTC Shri Yeshwant Sinari , PRO Bharat Scouts and Guides Goa State HQ Shri John Aguiar were also present.


Shri Dessai said Scouting, in the real sense , is a complement to formal system of education and , therefore for all obvious reasons, falls in the category of non-formal education and therefore , deserves to be supported by Government, society and family mainly due to the reason that it generates education in values in a more useful and lasting manner. It stimulates development of citizenship by concrete action through camping life based on Promise and law as propounded by Lord Baden Powel.

He said the movement is universal in character, in that it is one scouts/Guides the world over. To be effective he said, the Scouts. Guides movement works as an auxiliary to the society in providing such assistance and care but is independent and voluntary in its principles and operation. Voluntary spirit of this organization sustains the movement and therefore its future he said lies with committed volunteers who give themselves unto it, prompted as they are no manner by desire of personal gains.

District Training Commissioner of Bharat Scouts and Guides, Ponda and ASTC Shri Yeshwant Sinari taught a song to the scouts and guides.

Bharat Scouts and Guides Goa State HQ Shri John Aguiar who is also an ex-student of the School and vice president of the Ex-Students Association congratulated the Scouts and Guides for joining this great movement and said it will help them to be confident and learn leadership and teamwork.

The scouts and guides were ceremoniously inducted into the World scout and guide fold after the scout promise was administered to them. Prayer song and flag songs rent the air on the occasion.

Principal of the School, Sr. Annie Paul earlier welcomed the gathering and later congratulated the students and distributed sweets to them.

Scout Master Shri Jesuraj Soundraj conducted the proceedings. Guide captain Ms. Marilya Azavedo proposed a vote of thanks. Shri Olaph Fernandes compared.

The function began with the prayer song followed flag ceremony and at the flag song.

Speaking on the occasion Shri Nadkarni highlighted the importance of the organization and said the training such as self reliance, development of leadership qualities, adventure training, and discipline is taught to the student’s right from the school days. He said urged the young scouts and guides to avail maximum benefits out of the training in the organization.

Shri Shaikh Karol stressed on the discipline aspect and said that it was essential to shape the life of the child. Adv. Vinayak Narvekar gave a detail outline of the association. State Commissioner (Scouts) Adv. Vinayak Narvekar also spoke on the occasion.

190 patrol leaders from 15 school with 25 teachers of Tiswadi are participating in the training camp.

The Bharat Scouts and Guides Association, Goa, conducted a refresher course for Trained Scoutmasters and Guide captains at the Pharmacy College on July 23, 2011. About 84 Scoutmasters and Guide-captains attended the course.

SCOUT AND GUIDE LOG BOOK RELEASED



Shri Merwin D’Souza Chairman of Goa Secondary and Higher Secondary Board released the Scout –guide Log book at a function held at the State Headquarters of the Bharat Scouts and Guides Association- Goa State in Panjim on June 25, 2011. State Secretary Shri James Fernandes, State Commissioner (Scout) Adv. Vinayak Narvekar, State Training Commissioner Shri Diogo Fernandes, Narhari D. Naik, Smt. Pamela Gracias were also present.

SCOUT AND GUIDE LOG BOOK RELEASED

Speaking on the occasion Shri D’Souza said that a number of solid wastes such as plastics, garbage, trash, ashes, sludge, useless bottles, cans, bags etc dumped here and there make the environment dirty , stinky and polluted. Goans are becoming conscious of the alarming problems of garbage disposal and environment. The Bharat Scouts and Guides Association–Goa State he felt should do something in this area of environment protection.

Earlier the Association conducted General Information Course for scoutmasters and Guide captains. About 90 Scoutmasters and Guide-captains attended.

Shri D’ Souza lauded the activities of Bharat Scout Guide Association in Goa and wished them success.

Earlier State Secretary Shri James Fernandes gave a detail outline of the association with the help of power point presentation.

The Log Book will help the Scouts and Guides throughout their tenure in the organisation and help them to achieve greater heights.

State Commissioner (Scout) Adv. Vinayak Narvekar also spoke on the occasion.

State Training Commissioner Shri Diogo Fernandes, Shri Narhari D. Naik, Smt. Pamela Gracias, Shri T. E. Phillip, Shri Sinari and others were present on the occasion.

Guides, Miss Sasha Barretto, Miss. Santrupti Pandurang Hegde and Scout Sahil Avinash Bhosle and Mast. Ashley Mendonca of People’s High School, Panaji and St.Mary’s High School, Ponda are also present.

SCOUTS AND GUIDES HELPS BUILD CHARACTER OF YOUNG PEOPLE: DR. SIDHU

A delegation of Bharat Scouts and Guides-Goa State called on His Excellency, Dr. S.S. Sidhu , the Governor of Goa, at Raj Bhavan on November 6, 2010 and pinned the Scouts and Guides “flag” to commemorate flag day which will be celebrated on November 7 all over the country.
During the informal meeting with the delegation His Excellency the Governor evinced keen interest in the Scouts and Guides and inquired about their experience in the movement and during the camps. He said that the Bharat Scouts and Guides is an important organization as it seeks to build the character of young people by encouraging them to be pure in thought, word and deed and to become conscientious citizens.
The delegation consisted of Shri John Aguiar Headquarters PRO of the Association and Guides, Miss Sasha Barretto, Miss. Santrupti Pandurang Hegde and Scout Sahil Avinash Bhosle and Mast. Ashley Mendonca of People’s High School, Panaji and St. Mary’s High School, Ponda.
The Bharat Scouts and Guides was formed on November 7, 1950 after merging different Scout Organization and the Girl Guide Associations which were earlier working separately. Thus November 7, is a memorable day in the history of Scouting and Guiding Movement in India and the day is celebrated as the “Flag Day”.
PRO Shri John Aguiar briefed the Governor about the activities that are conducted by the Bharat Scouts and Guides Association, Goa State.
Scouting was founded in India in 1909 as an overseas branch of the Scout Association and became a member of the World Organization of the Scout Movement in 1938. Guiding in India started in 1911 and was amongst the founder members of the World Association of Girl Guides and Girl Scouts in 1928. In Goa, the total strength of Scouts and Guides is 23000 in 155 schools, he informed the Governor.

Shri Naik said, Lord Baden Powell's innovative and unique Scout method opened the way to an original way of life that is the trademark of the Scout Movement, now present in 215 countries and territories. With more than 28 million individual members active in Scouting, the Scout movement has remained the largest educational youth movement in the world.

He said it has become increasingly crucial, for any community that is seriously conscious of ensuring its future, to embrace the integration and empowerment of young people in the development process. Statistics show that more than 50% of the world's population is made up of young people. In numbers alone, the young persons constitute a strong social force, a force that deserves to be heard and seen in today’s development agenda. These young people are an asset to our nation and must be nurtured and developed. Today world is faced with numerous challenges ranging from poverty to environmental degradation, climatic change, global warming, conflicts, diseases, unemployment and HIV/AIDS just to mention a few. The young people and as leaders, it is our duty to design ways and approaches of involving, and integrating the young people into tackling some of these challenges.
